The policy interventions have been multi-faceted aimed to address bottlenecks to unlock domestic and regional trade, and ensure grain trade remains profitable to all value chain actors.

Transforming grain trade in Eastern Africa region starts with understanding the policies that shape it.

Our policy forums represent the culmination of extensive consultative processes designed to deepen understanding of the potential benefits of adopting market‑based risk management instruments to mitigate import‑ and export‑related risks.

Supported by key international and regional partners, the Council convenes these forums to promote effective policy monitoring, strengthen evidence generation, enhance dialogue, and build capacity across Eastern and Southern Africa’s grain markets.

Policy Monitoring Enhancement

The forums strengthen policy monitoring by integrating multiple analytical and reporting approaches which in turn expands the region’s ability to detect, document, and assess policy shifts affecting grain trade flows.

Our evidence‑building activities focus on expanding the region’s technical knowledge base, thereby reinforcing the empirical foundations required for evidence‑based policy development.

Capacity‑building interventions are tailored to stakeholders’ specific technical needs, strengthening the region’s overall analytical capabilities and its effectiveness in policy implementation.

The policy and advocacy forums provide a space for open discussion between policymakers, the private sector, researchers, and development partners. Our open dialogue approach supports better, more predictable grain trade environments.

African Grain Trade Summit (AGTS)

The AGTS African Grain Trade Summit is a premier international conference that brings together business leaders, policymakers, and stakeholders from Africa and beyond to discuss key issues and trends in the grain sector. Hosted by the Eastern African Grain Council (EAGC) and its partners every two years, the Summit fosters strategic, evidence based dialogue from various perspectives, shaping the future direction of the grain sector in Africa.

Public Private Policy Dialogues

EAGC-led Public-Private Policy Dialogue (PPD) forums convene key stakeholders from both the public and private sectors within the staple foods export value chain to address emerging trade challenges. These include export bans, regulatory non-tariff barriers (NTBs), border processing delays, and logistics constraints that hinder cross-border trade.
